Duties
JOB OBJECTIVE This position is under the general direction of the Chief Executive Officer. The Chief Human Resources Officer is responsible for managing the organization’s personnel practices in order to achieve maximum use of human resources, meet all government regulations, administer the company’s fringe benefits program, and provide the best solutions to personnel issues, compensation, training, credentialing, recruitment, and retention.   ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Guides the overall goals and direction of the organization’s personnel practices. Proposes, publishes and administers policies, ensures that policies, principles and programs are consistently and fairly practiced. Reports to management on employee activities and concerns.  Works with managers and supervisors in order to resolve personnel problems. Provides advice, makes recommendations for change, and implements employee relation practices necessary to establish a positive employee/employer relationship and promotes a high level of employee performance and morale. Maintains permanent personnel records for staff, controls personnel transactions, and prepares required staffing reports and charts.  Conducts wage surveys and directs the performance appraisal program.  Directs the Worker’s Compensation Program, oversees the Safety and Environment of Care Program, and directs and administers the health and life insurance benefit programs. Prescreens job applications for all positions and assures that qualified personnel are selected. Provides orientations. Coordinates training, development and performance improvement programs.  Composes and maintains accurate job descriptions for all positions, as required.  Conducts a continuing study of personnel policies, principles and programs to keep management abreast of current practices and informed of new developments.  Participates as an Officer of the Pension and Health Insurance Plan for Clinicas del Camino Real, Inc.  (Clinicas).  Oversees and participates with HIPAA regulations as the Compliance Officer.  Complies with other programs that Clinicas is involved with, such as the  JCAHO Accreditation Program.  Manages and oversees  Clinicas’  credentialing process for all Licensed Independent Practitioners.  Performs other related duties as required or requested.   OTHER RESPONSIBILITIES Supervises subordinate positions of the Human Resources Unit; manages general business liability and other risk management matters; manages corporate and special employee functions. Chairs the Social Committee and coordinates company events; assists in writing and editing articles as deemed necessary for the corporate employee newsletter.

Requirements
EDUCATION, EXPERIENCE AND QUALIFICATIONS A Bachelor’s Degree in Business or in a health field is required. Completion of a Human Resources Certification is preferred. Four years of Human Resources experience at the managerial level is required. Bilingual (English/Spanish) is a plus.
