Duties

The Human Resources Leader  works under the general direction of the CEO and in partnership with the Executive Management Team and across all health center locations to establish, foster, position, and reinforce a positive cultural environment for current and prospective employees. The HR Director will develop and implement a comprehensive and integrated Human Resources plan which supports and fosters the broader Strategic Plan. The HR Director is responsible for managing the organization’s personnel practices in order to achieve maximum use of human resources, meet all government regulations, administer the company’s fringe benefits program, and provide the best solutions to personnel issues, compensation, training, development, recruitment, retention, and credentialing.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Serving as a Member of the HR Executive Team:

• Participates in strategic planning including the mission, vision, values, objectives, strategies, policies/procedures, and associated metrics.

• Influences leadership by establishing credibility, trust, and rapport throughout the organization to be an effective listener and problem solver of business and people issues.

• Apprises the board of strategic human resources and business service initiatives.

• Advises the CEO on HR-related areas.

HR Functional Leadership:

• Leads the strategic human resources planning process to provide the company with the best people talent available and to position the company as an Employer of Choice.

• Develops talent acquisition strategies and implementation plans to attract and retain internal and external talent.

• Designs progressive and competitive compensation and benefits programs to attract and retain staff.

• Leads the talent management life cycle process, including talent acquisition, employee onboarding, training and development, performance management, and succession planning.

• Drives cultural transformation while building employee engagement.

• Guides the overall goals and direction of the organization’s personnel practices. Proposes, publishes and administers policies, ensures that policies, principles and programs are consistently and fairly practiced.

• Works with managers and supervisors in order to resolve personnel problems. Provides advice, makes recommendations for change, and implements employee relation practices necessary to establish a positive employee/employer relationship and promotes a high level of employee performance and morale.

• Conducts wage surveys and directs the performance appraisal program.

• Directs the Worker’s Compensation Program, oversees the Safety and Environment of Care Program, and directs and administers the health and life insurance benefit programs.

• Oversees Clinicas’ credentialing process for all Licensed Independent Practitioners.

• Chairs the Safety and Environment of Care and Social committees and serves on the Infection Control, Compliance, HIPAA, Performance/Quality Improvement, and Website committees.

• Performs other duties as assigned including participation in all safety programs which may include assignment to an emergency response team.

Requirements

• Bachelor's degree required. Masters in Human Resources, Business Administration preferred;

• Certified as SPHR or PHR preferred

• Seven (7) years of experience working in human resource management with five (5) years management experience.

• Excellent communication skills. Bilingual English / Spanish a plus. But not required.

• Ability to work in a fast-paced environment and proactively analyze and resolve problems.

• Must be analytical, strategic, and diplomatic.
